A single shard sweeps around the crystal ring. Tap while it sits inside the lit arc and the ring takes the cut. Then the arc grinds narrower and the sweep runs faster, so the moment you are aiming at gets shorter every time you find it.

The window is how long the shard spends inside the lit arc, which is all the time you ever get to react. It bottoms out at roughly an eighth of a second, and stays there.

Three rules

Tap anywhere. The shard sweeps the ring on its own. Your tap is the cut.
Land it in the lit arc. Dead centre is a clean cut, and clean cuts chained together are worth more each time.
Never let it pass. Cut outside the arc, or sweep straight through it, and the ring shatters.
